Low-sulphur bunker fuels a game-changer for ship owners, but financial impact is still an unknown factor of the equation.

New bunker fuel rules are now less than 18 months, but the shipping industry is still pondering for ways to assess the financial impact of these changes. Up until today, the only certainty is that from the 1st of January of 2015, the permissible sulphur content level in the emissions control areas (ECAs) will fall from the current 1% to 0.1% with the rest of the world (non-ECAs) continuing with a maximum sulphur level of 3.5%. Then from 2020, the non-ECAs are scheduled to fall to just 0.5% under proposed IMO legislation.

In their brief to NATO Smart Energy Team plenary session 22-Jan-2013, the NATO STEEEP- Special Team on Energy, Efficiency and Environmental Protection, sub-panel VTE-E&E - Virtual Team of Experts on Energy& Efficiency, sited several challenges in their mandate for naval fleets that NAVTRONIC is squarely addressing in the civilian domain:
· “Identify Optimum Energy Efficient Plant Alignment at Sea”
· “Develop Energy Management Plans”
· “Measuring shipboard energy consumption, external environmental conditions & relating to ship operations”

NATO Smart Energy Team update on NAVTRONIC

At its recent Chicago Summit, NATO member nations agreed to improve the energy efficiency of the military forces (and their support) of NATO, individual Allies, and partners. To this end a Smart Energy Team (SENT) is being created by NATO that will report on activities related to smart energy and stimulate shared expertise and collaboration in research & development, focusing on smart-energy solutions with a quick return on investment, while also contributing in the long term through reports, fact-finding studies, and recommendations for future work.

While scientists and politicians continue to argue about whether global warming is actually global cooling and whether “carbon” is harmful or beneficial and sharp business minds think about the profits generated by “market based methods”, the marine industry just gets on with the design and construction of cleaner and greener ships. It is worth pointing out that this is not some future “pie in the sky” or wishful thinking, but the shipping industry moving surprisingly fast to convert sustainable ideas into the reality of improved ships.
